Digital Ecosystems and FP7

The structure of the 7th FP (2007-2013)

The research on Digital Ecosystems was foreseen in the "Seventh Framework Programme (2007-2013) of the European Community for research, technological development and demonstration activities" (FP7) and in the new Competitiveness and Innovation Framework Programme (CIP).

The 7th Framework Programme (FP7) is one of the initiatives linked to the Lisbon agenda for European growth and competitiveness; along with a new Competitiveness and Innovation Framework Programme (CIP), Education and Training programmes, and Structural and Cohesion Funds for regional convergence and competitiveness. The new research Framework Programme is then organised into four programmes to address.

FP7: Digital Business Ecosystem in the Framework Programme (see FP7 page)

The Framework Programme has nearly concluded its legislative process. The proposal of the Commission has passed through the first reading in the European Parliament, which proposed amendments, and to the Council which has suggested some changes too. The draft decision of the European Parliament and of the Council, includes the amendments/changes proposed bi the EP/Council enlarged and further defined the research area (changes/additions in blue).

FP7: Digital Business Ecosystem in the ICT Activities and Themes of the Specific Programme

The Commission's General Proposals for a Seventh Framework Programme (FP7) for research, 2007-2013, and for a Seventh Framework Programme of the European Atomic Energy Community (Euratom), 2007 to 2011, COM(2005) 119 final, published 6 April 2005, organises the EU's research activities around six objectives and four specific programmes addressing these six objectives: Cooperation ; Ideas ; People and Capacities.

The Specific Programme “Cooperation” organises collaborative research into nine themed sub-programmes: one of them is "Information and Communication Technologies". The Specific programme should follow the FP7.

The full deployment of a network of Digital Ecosystems, could be achieved using all the available instruments according to the principle of subsidiarity. For more information about possible funding options, please refer to "Overview of European Union funding".
The expected activities related to the digital ecosystems are planned according to the digital ecosystem roadmap.

In FP7 draft of the Specific Programme Cooperation subprogramme "Information and Communication Technologies", four activities and two themes are foreseen

FP7: Digital Business Ecosystem in the WorkProgramme 2007-2008

The Worprogrammes describe how the research activities described in the Framework Programme and in the Specific Programme.

The WP2007-2008 defines the implementation of the Framework Programme for the years 2007-2008, allocating the budget for the research areas and the call for proposals.
The Commission has prepared proposal of Workprogramme for the period 2007-2008, which has been provided to the Committee representing the member states (ISTCommittee) fo opinions.

The topics: "digital eco-systems including for empowering small- and medium-sized organisations and communities; optimised work organisation and collaborative work environments such as knowledge sharing" is not explicitly mentioned in the current draft of the WP2007-2008 which will implement the first 2 years of the 7-year workprogramme.

In case in 2007-2008 the research activities on digital ecosystems will be not funded; the full deployment of a rudimental network of Digital Ecosystems, based on the current technologies, could be achieved using all the available instruments according to the principle of subsidiarity.
